Since you downloaded and ran the v28 installation but don't see it installed in Windows 10 , I believe the installation is not completing.

In the past I've had issues installing old versions with all the default settings after new versions have been installed.

I recommend installing v28 again, but pay close attention to any errors the installation gives you – you may need to do a custom install and only install v28 without any of the other programs it tries to install by default.

If that doesn't work, I'd recommend contacting Rockwell or trying to install v28 on a new machine.
