Some things to check:
– Is your rung true? You can put an output in parallel to your RTO to use for indication.
– Is the ACC equal to the PRE? I.E. Has the Timer completed timing?
– Is your RTO rung in Program File 2 (Main Routine)

Once you download “6.00.00-RSLogixEmulate500-CD.exe” and run it, it extracts to a folder which you open and run “setup.exe.” So are you seeing the download as an .EXE file you can run? You may need to right click and select properties to see the file extension.

PLC “Core” Basics is a short, low cost version of my 2014 PLC course, and while you might not find B3 bits used in the programs, in lesson 4 I do show the addresses for B3 bits.
